Securing and promoting non-oil exports in Algeria in the light of the global health crisis COVID-19

The Algerian state, in its search for a solution to the problem of economic development and the achievement of sustainable development goals, has sought to promote nonhydrocarbon exports and reduce dependence on oil revenues, while at the same time minimising dependence on nonhydrocarbon resources in the design of its economic policies. For this reason, it has adopted reforms as part of its strategic plan, moving towards the principles of a market economy after the liberalisation of foreign trade in 1991, often linked to periods following crises affecting oil prices, especially in foreign trade, through a strategy of economic openness. In the face of the COVID-19 global health crisis, the current government has initiated measures to revitalise and renew the economy through a trade policy aimed at promoting nonhydrocarbon exports and increasing their contribution to public revenue. Therefore, this study aims to analyse and evaluate the effectiveness of the state's strategy to promote nonhydrocarbon exports, especially during and after the COVID-19 period.
