We aim through this research paper to show that the inclusivity of the social security system is constantly declining, and this is because the assumptions on which it was built have become inappropriate for the changes that affected the labor markets due mainly to technological development and the expansion of informal work in addition to the demographic transition and economic crises. Health and climate changes and it has been shown that in order to remedy these changes and build a social security system that responds to the changes taking place at various levels with greater flexibility, a new social contract should be adopted through which eligibility criteria are changed and inclusiveness is enhanced.
